Just a quick tidbit as we ramp up to another (minor) Komodo release, we've been spending a little time getting things working better under non-english windows systems.  They already work well under OS X, and pretty well given a good configuration on Linux and Solaris.   Here's a pic showing a php script that has Russian characters in the path, contains Russian, Japanese and Chinese characters in the script, and actually debugs using PHP 5.1 and XDebug.  You'll note only one minor glitch with the Chinese character in the variable viewer.  This is running on WindowsXP with the system's regional settings set to Russian.

There are still a few issues on Windows that wont get resolved yet, since we need to move up a version in the mozilla code base.  They are related to filenames using character sets that are not in your current locale settings.

Oh, and please forgive me if my code says anything obscene!
